Dear Colleagues,

Prince Willaim and family were in town this week and this generated some great exposure for our aviation industry across the country.

I am delighted to announce that Conrad Clifford, the new Regional Vice President for IATA Asia Pacific will be our  keynote speaker to open the Summit, setting the global outlook for the next 100 years of aviation and the opportunities for the Asia Pacific Region. More details below.

Game Changers.  We need to focus on getting a few of these over the line to drive real industry growth and results.  An excellent example of a game changer is the new Guidance Note for Regional Planners to use throughout NZ.  We drafted this, it is simple, effective and risk and outcome based.  More on this below.

Unfortunately another domestic aviation accident this week, with two fatalities.  General aviation does not learn from its accidents.  This comment was made by the CAA Director at an industry meeting last week.  Is this true? We need to focus on what we can do to improve our safety outcomes.  I’ll be putting this on the agenda for our Council and Divisional meetings next month. 

On a brighter note, we have had a fantastic response to our survey, with 148 responses received.  Congratulations to andrew.h@farmersair.co.nz, who wins free entry to our Aviation Leadership Summit and to flights@lakewanaka.co.nz, who we decided to surprise with a signed copy of Ritchie McCaw’s autobiography.

Summit Keynote Speaker: Conrad Clifford, Regional Vice President for IATA Asia Pacific


We are delighted to announce that Conrad Clifford will be our  keynote speaker to open the Summit, setting the global outlook for the next 100 years of aviation and the opportunities for the Asia Pacific Region.

Mr Clifford joined IATA on 1 February 2014 and is based in its Asia Pacific Regional Office in Singapore. His career in aviation spans over 30 years. Most recently he was Acting Managing Director of Antrak Air Ghana, and was formerly CEO of Monarch Travel Group, and of Virgin Nigeria.. His career has also included work for Cathay Pacific Airways, Virgin Atlantic Airways, Menzies Aviation Group and Emirates. http://www.iata.org/pressroom/pr/Pages/2014-01-10-01.aspx

Conrad brings a unique perspective. He has broad and deep experience in both airlines and suppliers; and has lived and worked in many countries in Asia and around the world. 
The Asia Pacific region offers tremendous opportunities as we embark on the 2nd century of commercial aviation. Many of the region’s governments are using aviation as a critical element of their economic strategies. Some, however, are struggling to provide the foundation for the industry’s success. We will look at the role we can play to support the safe, sustainable and profitable development of aviation.

Aviation Leadership Summit 2014

Our first Aviation Leadership Summit will be held at Westpac Stadium in Wellington 20-22 July 2014.  We will have EXCLUSIVE use of the Westpac Function Centre and we have a BRAND NEW venue for our Welcome Reception (so new it hasn’t been opened yet!).  Westpac Stadium is New Zealand’s premier multipurpose stadium and has hosted many world sporting and entertainment events.
 
The Summit replaces Napier Conference Week.
 
Celebrating 100 years of aviation – The Future.  This is the theme of our Summit.  We will celebrate what aviation has achieved over the last 100 years and look forward to what the next century will bring, operationally, technologically, economically and politically.  The draft Summit agenda is here

For this year’s summit, and recognising the number of smartphone users who will be there, the conference programme, details of exhibitors and the very important sponsors will be on an app which you can all download.  
You’ll be able to keep up to date with happenings at the summit, and see where you are supposed to be at any point in time (during work hours that is!).

Fatigue Management Courses to be run in Wellington in July alongside the Leadership Summit

Sam Kantimathi from Fatigue Concepts in the United States, will be in New Zealand again in July to deliver two courses.  Both will be delivered at Westpac Stadium, the venue for the Leadership Summit.  The courses are:
  • Composite Aircraft Structures, 21 and 22 July
  • Aging Aircraft, 23 and 24 July
More detail is attached.  Companies interested in attending should contact Sam Kanthimathi direct.  Be aware that it won’t be possible for the same company reps to attend the Leadership Summit and Fatigue Management courses.  You might look at delegating attendance at Fatigue Management to others.

Pratt & Whitney Canada (P&WC) PT6 Customer Day 23 July

P&WC are proposing to run a PT6A Customer Training Seminar for pilots and engineers on 23 July at Westpac Stadium Wellington. This will allow people attending the Aviation Leadership Summit to stay on for the Seminar.
 
The seminar will provide an exchange of information on the PT6A engines in Agricultural operation presented by P&WC  PT6A Customer Engineer from Montreal. This will include a technical update and forum as well as best practices for maintaining and operating PT6A engines in the Agricultural environment.

HRH Prince William visits Pacific Aerospace

As part of the royal tour, Prince William visited Pacific Aerospace in Hamilton and looked at the first P-750 XSTOL Mark III aircraft that will be delivered this month to Shangdong General Aviation in China.  Another two aircraft will follow.   
Pacific Aerospace has been developing the Mark III aircraft over the last 18 months.  “The Mark III P-750 has taken a lot of effort from our design engineers and production staff to bring to market and the hard work has paid off” said Damian Camp CEO.  The prince’s visit is great publicity for Pacific Aerospace and the New Zealand aviation industry in general.

Navigation Aids and Airfield Lighting, South Pacific

The World Bank, under the Pacific Infrastructure Investment Programme has issued a tender for the design, supply, installation and commissioning of nav aids and airfield lighting in Kiribati, Tonga and Tuvalu.  
The project is being run through the Tonga Airports Office in Tonga.  Project information is here.  Eligible bidders may obtain further information from The PAIP TFSU Office by email to Anne-Marie Bishop at ambishous@ozemail.com.au

Impaired Colour Vision General Direction

Submission deadline extended to 30 September 2014
 
The CAA has extended the deadline for submissions on the General Direction, Impaired Colour Vision (GD/VIS/01/2013.1)  for a 6 month period. The new deadline for submissions is now 5pm on Monday 30th September 2014.
 
You are invited to make your submissions on this proposal - please use the form on the web site, and when completed, email it to GD-Consultation@caa.govt.nz  You do not have to re submit if you have already made a submission.

CAA to upgrade systems

As you know, the CAA is evolving as a risk based regulator and has initiated a change programme (known as the Regulatory Craft Programme) that includes replacing its existing Aviation Safety Management System (ASMS) and its Enterprise Document and Records Management System (EDRMS).
It may also include delivery of a new Business Intelligence platform. The CAA has now issued a Request For Info – Government Electronic Tender Service reference RFI-CAA-01.  RFIs close on 6 May.  For more info contact: geoffrey.henderson@caa.govt.nz

Game Changer – Guidance Note for Regional Plan Conditions for Discharges to Air, Land and Water


An excellent example of a game changer is the new Guidance Note for regional planners throughout NZ to use when writing plan conditions for discharges to air, land and water. We drafted this, it is simple, effective and risk and outcome based and should lead to plans that are not so prespective and so frustrating for aviators. The Auckland Unitary Council is the first council in NZ to adopt this approach. It requires the operator to conduct a risk assessment and determine what systems are used to manage the risk.

 The agricultural and rural aviation Guidance Note describes risk assessment requirements and regulatory management options for agricultural aviation operations, including the aerial applications of fertiliser, agrichemicals and Vertebrate Toxic Agents and amenity impacts such as noise.
 
We achieved this through a partnership approach between government agencies (including MPI, MfE), stakeholders and industry. Every regional council in NZ was consulted in a series of 29 regional meetings where the benefits of a risk based approach for both them and us were discussed.
 
The guidance note is intended to help planners write in the same way, so we end up with a consistent set of standards for industry on aerial applications. 
 
At Ardmore this week we demonstrated at a hands-on level the risk assessment and management tools used by operators to enable regulatory and enforcement agencies to gain  confidence in the scope, rigour and integrity of these risk management systems, as a way of managing potential adverse effects.

Hi all, I’m Feleisha North. I’m from Washington State, and I’ve been studying Aviation Management at Central Washington University for the past 3 years. As part of my interest in gaining meaningful work experience, I am thrilled to have the chance to be working with Aviation New Zealand. I’m looking forward to gaining more knowledge about the industry while having the opportunity to put  my studies to use. I am also excited to spend more time in New Zealand, and looking forward to seeing the sights!
